Broadcast a message
Send a message to everyone following your official account. LINE returns no identifier for a broadcast, so this action has no output. Limited to 60 broadcasts per hour.

Inputs
- Recipient ID
totextRequired - The LINE user ID, group ID, or room ID to send to. User IDs start with 'U' and arrive in the webhook events your official account receives -- this is not the public LINE ID people search for.
- Message
texttextRequired - The message to send. Up to 5000 characters.
Outputs
